The University Grants Commission offers two years deputation
with salary and increments to the teachers of colleges and universities under
its Faculty Development Programme (FDP) for doing full time PhD/Mphil.
Generally this fellowship is awarded to every teacher who applies for the same
in the proper format. So it’s all about formalities rather than merit. Here I am
explaining the complete process of availing FDP Scheme of UGC.
Step 1: Principal should circulate a notice among teaching
staff to apply for FDP scheme UGC – Get signature of all faculty members on
this notice.
Step 2: The interested teacher fellow should submit an
application in writing to principal – 20% of the total faculty can avail FDP
scheme at a time. All teachers with 3 years of service and 1 year valid
registration are eligible for application for FDP subject to reservations
Step 3: Principal sent a request to Registrar of University
to nominate an expert to the selection committee to be formed for the selection
of teacher fellow – Step 4: Constitute the selection as per the UGC norms and conduct selection interview of candidates - Principal, HOD, Subject expert & Community Nominee are the other members in the selection committee
Step 5: Sent detailed proposal along with proceeding of the selection committee to UGC through CDC of your University as per the UGC guidelines. Generally CDC forwards FDP proposals twice in a year.
Step 6: if your proposal is approved by UGC and selection letter is received, write to Director of Collegiate Education for prior concurrence for relieving teacher fellow. Quote FDP selection letter as reference. Normally it takes one month for this process
Step 7: If prior concurrence is granted, conduct selection interview of substitute lecturer as per guidelines – Selection criterial is same as that of Assistant Professor. Interview date and time should be notified in at least two news papers
Step 8: Sent the panel of substitute lecturers to registrar of university for approval – Generally it takes 15 dates. Even before this step, you can relieve but better to wait for this.
Step 9: Give a request to principal for relieving you from duties and issue relieving order. It is better to relieve on the last day of the month.
Step 10. After getting relieving order, join your research centre as full time scholar and prepare joining report as per UGC format
Step 11. Intimate your relieving to DCE in writing
Step 12. Convert your part time PhD to full time
Step 13. Sent deputation proposal to DEC with all supporting documents – Normally it takes 3-4 months. Your salary will be withheld until DCE approves your deputation.
Step 14. Sent joining report and salary claim for substitute lecturer to UGC – substitute lecturer is eligible for the scale of starting lecturer. This can be done simultaneously with step 13.
Step 15. After one year sent utilization of contingency grants and progress report to UGC to get second instalment of contingency grant
Step 16. Intimate your re joining to DEC and UGC. If required you can extend your FDP by one more year but the complete procedure mentioned above has to be repreated.

8. Undertaking signed by the Teacher Fellow on stamp paper worth Rs.500/- Appendix-IX
9. Form of Undertaking by Manager in Appendix XI
10. Additional Undertaking and declaration by the Teacher Fellow
11. Undertaking by Teacher fellow regarding refund of financial assistance
12. Undertaking by Teacher Fellow regarding the claim of financial assistance as per item No.3 and Vigilance enquiry as Item No. 2 in the concurrence order from DCE
13. No objection Certificate of the Manager for availing deputation
14. Undertaking by manager as per item 1 in the concurrence order from DCE
15. Copy of the proceedings of the selection committee regarding the selection of the Teacher Fellow
16. Principal’s Certificate regarding Staff Pattern
17. Copy of the Work Load Statement of the Department of Commerce & Management Studies
18. List of permanent teachers in the Department of Commerce & Management Studies
19. Employment certificate of the teacher fellow
20. Certificate signed by the Principal regarding no-excess teaching staff.
21. Undertaking by Principal and Manager regarding appointment of Teacher in Appendix X
22. Bio-data of substitute teacher
23. Minutes of selection committee for the substitute teacher
24. Copy of Approval of substitute teacher from University
25. Copy of appointment order of the substitute teacher
26. Joining report of the substitute teacher
